Abstract: President Trump has tried to invoke the Alien Enemies Act to target certain citizens of Venezuela. So far, courts in the United States, including the U.S. Supreme Court, have slowed the president’s attempt to use the 18th century law. In this presentation, I will discuss how the Trump administration has turned a wartime statute into a key feature of its rhetoric of migrant criminality.
